Clues:
- Examine the Instaheat heater to the left of the burnt house.
Interview Don Steffens:
- Travel Competition: Good Cop (or Truth in the original version).
- Suburban Redevelopment: Bad Cop (or Doubt in the original version).
Use the gamewell.
Location: Sawyer House Fire
Talk to the coroner.
Clues:
- There's an InstaHeat regulator valve near the front right corner of the house.
Chase Herbert Chapman.
Location: Travel Agency
Examine the ledger and point to the Steffens and Sawyer families.
Interview John Cunningham:
- Suburban Redevelopment: Good Cop (or Truth in the original version).
- Promotional Contest: Bad Cop (or Doubt in the original version).
Location: Suburban Redevelopment Fund
Watch the cutscene.
Location: Fire Station No. 32
Put the balloon on the right, the valve in the middle, and the Bunsen burner on the left.
Location: InstaHeat Factory
Interview Ivan Rasic:
- InstaHeat Model 70: Bad Cop (or Doubt in the original version).
- Heater Service History: Accuse (or Lie in the original version). Evidence: either the Heater Serviced by Ryan or by Varley.
Use the phone, and then talk to Rasic again.
Clues:
- Examine Walter Clemens locker to find an Anarchist Pamphlet.
- Examine Matthew Ryan's locker to find a big stash of Anarchist Pamphlets.
- Examine Reginald Varley's locker to find a Mosquito Coils.

Interrogation of Matthew Ryan:

Leave the interrogation.
